Energy Networks Australia (ENA) today released a discussion paper examining regulatory changes that could provide better outcomes to consumers and businesses. Prepared for the ENA by Frontier Economics, and called “Why TOTEX?”, it examines the way networks’ proposed expenditure is assessed by the Australian Energy Regulator. TOTEX is a more flexible approach to regulating the expenditure that could encourage more efficient decisions by businesses and is being used internationally as regulatory systems modernise.
