Charlie Goodlad

Charlie is an economist at Frontier Economics who works principally within our energy and financial services practices. His expertise is in providing commercial and regulatory economic modelling and advice.

Prior to joining Frontier Economics, Charlie worked as a consultant at Endgame Analytics providing modelling and advisory services to clients in electricity and gas sectors.

He holds degrees in finance and economics from The University of Sydney and is currently a candidate for Level 2 of the Charted Financial Analyst (CFA) program.

Energy economics

Charlie provides market insight analysis in the National Electricity Market (NEM) and East Coast Gas Market, working with governments, regulators and market participants. The scope of his work includes:

• Developing and reviewing electricity and gas demand forecasts that account for uncertainty in electrification, energy efficiency, uptake of electric vehicles, batteries, rooftop PV (e.g. for Orion New Zealand, Commerce Commission)
• Advising on energy transition dynamics, such as the impact of renewable energy policies, transmission constraints, renewable energy droughts, shifting demand patterns and changes in fuel and capital costs (e.g. for the Australian Renewable Energy Agency (ARENA), Meridian Energy, the Department of Energy, Environment and Climate Action (DEECA), ASL, formerly Australian Energy Market Operator (AEMO) Services)
• Advising on risk management of different financial and physical hedging positions under different market conditions
• Preparing frameworks to guide infrastructure investment decisions (e.g. for Essential Energy)
• Providing forecasts of future electricity and gas prices to inform participants with financial forecasting

Financial & commercial advisory

Charlie provides financial and commercial economics advisory services to corporate clients, investors and developers. This includes:

• Undertaking asset valuations (e.g., mines, regulated infrastructure)
• Advising on the commercial viability and financial risk of new projects (e.g. for Recycling Victoria)
• Preparing market and regulatory due diligence to support transactions
• Evaluating risk management programs (e.g. for CS Energy)

Economic regulation

Charlie supports regulated entities in developing pricing proposals and regulators in evaluating these proposals. This includes:

• Developing and reviewing building block models to forecast revenue requirements and different tariff structures (e.g. for Central Coast Council, Essential Water, Melbourne Water Corporation)
• Forecasting efficient costs of providing regulated services (e.g. for Australia Post)
• Estimating Weighted Average Cost of Capital (WACC) parameters in regulated industries
