Finn Dargavel

Biography

Finn is an economist at Frontier Economics, working primarily within the energy and legal practices. He specialises in quantitative analysis, supporting both public and private sector clients using a range of statistical and analytical tools.

Prior to joining Frontier Economics, Finn worked as a forensic accountant, assisting in matters involving business valuation, economic loss quantification and financial crime. He also worked as a Research Assistant at the UQ Business School, where he contributed to the design and delivery of a financial modelling course.

Finn holds a Bachelor of Advanced Finance and Economics (Hons. 1st) from the University of Queensland and is currently completing a Master of Economics at the University of Melbourne.

Litigation support

Finn leverages his background in financial economics to develop financial models and provide analysis in support of expert witness cases. Examples include:

  • Valuing of an equity interests in a mining business and an agriculture business.
  • Valuing remediation costs for land contaminated by chemicals, including PFAS.
  • Valuing complex financial derivatives held by an investment fund under receivership.
  • Evaluating the trading performance of an investment fund under criminal investigation.
  • Developing a building block pricing model for a coal export terminal.

Energy markets and regulatory economics

Finn supports a range of clients across the energy sector, including regulators, government agencies and market participants. His work focuses on market modelling, forecasting and policy analysis. Examples include:

  • Forecasting wholesale electricity costs (e.g. the VDO)
  • Developing retail electricity tariff models.
  • Providing inflation and cost forecasts (e.g. the Council Cost Index for LGAQ).
  • Forecasting generator capex for electricity market modelling.

Environmental economics

Finn advises state and Commonwealth governments on the design and implementation of biodiversity offset frameworks. This includes:

  • Designing and developing financial calculators for biodiversity offsets for the Queensland, WA, NSW and Commonwealth governments.
  • Using geospatial analysis to assess species distributions, market dynamics and cost structures.
