Biography

Jack is an economist at Frontier Economics working primarily within the energy and environmental practices, applying a strong quantitative skillset to develop meaningful results for both public and private sector clients.

He has a Bachelor of Economics (Financial Economics) and a Bachelor of Advanced Studies (Financial Mathematics and Statistics) from the University of Sydney.

His expertise includes:

Energy market analysis

Undertaking a wide range of energy analysis and modelling work across the Natural Electricity Market (NEM), Wholesale Electricity Market (WEM) and New Zealand electricity markets. Helping participants, regulators, market operators and government departments in their understanding of electricity markets, and in assessing potential policy implications. Examples include:

  • Undertaking analysis of National Energy Market (NEM) data to assist the Australian Energy Regulator (AER) in developing their understanding of competition issues and providing input into their annual Wholesale Energy Market (WEM) Performance Report.
  • Providing ongoing modelling assistance to an Australian vertically integrated gas business to provide support for its internal contract and financial model.
  • Undertaking analysis to support due diligence processes for various energy businesses.
  • Conducting economic modelling to support the broader review of the New Zealand electricity market, advising on the state of competition in the New Zealand market given the presence of four large vertically integrated energy businesses.

Forecasting

Jack has used his analytical and econometric skillset to develop forecasts within a range of different sectors. These forecasts help clients make informed financial decisions. Examples include:

  • Undertaking modelling for a New Zealand electricity distribution business in developing a framework for preparing demand and energy forecasts. Including undertaking a literature review of different approaches to forecasting demand on distribution networks.
  • Providing wholesale electricity price forecasts to a desalination plant. These forecasts were used to inform their long-term financial forecasting.
  • Developing forecasts of future electricity consumption within a heavily industrial region, within a government department led pilot project that tested a novel forecasting methodology.
  • Developing granular forecasts of development within Greater Melbourne and Geelong to help support an evaluation of stormwater policy updates.
  • Applying econometric forecasting methods to develop forecasts of future agricultural output within a region, to inform financial forecasts for a business.
  • Assisted in the assessment and update of operational forecasting of electricity demand within an electricity market.

Environmental economics

Jack also supports work determining strategies to move away from environmentally unsustainable practices, and advises on mechanisms for offset delivery. This includes:

  • Developing a set of targeted interventions to deliver a no net-job-loss transition away from public native forest logging in NSW, for WWF-Australia. Using his Geographical Information System skills to undertake a spatial analysis of the sector and assessing the available evidence base to develop a set of actionable policy interventions that could be adopted by government.
  • Assisting in the development of methodologies to calculate financial settlements required for governments to accept the responsibility to deliver environmental offsets across various jurisdictions. Paying particular attention to the quantification of the risks of cost escalation or failure in offset delivery.
